IRC's Center for Economic Opportunity (CEO) is a unique non-profit Community Development Financial Institution (CDFI) Loan Fund that specializes in making flexible, affordable consumer and microenterprise loans to borrowers with little access to traditional financing. Our loans are made from within trusted local community organizations and are offered in tandem with related trainings and services.

CEO integrates loans into connected programs
CEO’s borrowers would have a hard time finding affordable financing elsewhere, often due to a lack of credit or because they are new to the U.S. In turn, financial exclusion makes climbing the economic ladder that much harder.
CEO makes loans through partnerships with community-based organizations. Our loans support local asset-building programs and help borrowers build credit and access capital to enhance their financial resilience. The loans provide an option for affordable credit, while our partners’ programs boost income earning potential and financial management skills.
